Algeria and Azerbaijan have expanded their bilateral energy partnership by placing
green hydrogen development at the core of future cooperation. The memorandum of understanding was recently ratified by Algerian President -
Abdelmadjid Tebboune.
Originally signed on November 29, 2022, the
memorandum was formally approved through a presidential decree issued on
May 12, 2026. The agreement establishes a long-term framework for collaboration across both conventional and emerging energy sectors. In addition to green hydrogen production and transportation infrastructure, the partnership covers oil and gas exploration and production projects, petrochemical development, and regulatory cooperation.
The two countries will also cooperate in energy transportation and distribution, as well as in the trade of petroleum products, including naphtha and liquefied natural gas (LNG).
Under the agreement, Azerbaijan’s state-owned energy company
SOCAR will provide long-term supplies of light Azerbaijani crude oil and other petroleum grades to
Sonatrach Raffineria Italiana, strengthening commercial energy ties between the parties.
The memorandum further includes cooperation in research, energy governance, infrastructure development, and workforce training. The agreement will remain valid for an initial five-year period with automatic renewal unless terminated by either side.
